In what appears to be another exercise in plausible deniability, the Russians may have stirred up a storm in the Baltic Sea and now NATO is vowing to increase its presence there after a mysterious undersea cable incident. Which, in plain English, means that a Russian shadow fleet tanker is believed to have deliberately gone on an anchor-dragging rampage, severing a chunky power cable connecting Estonia and Finland before being towed away for investigation. Is Russia about to shatter the idyllic vision of the Baltic Sea as a ""NATO lake,"" or can NATO reinforce that idea by striking back hard?
