Occasionally when an emergency locking retractor (see video here: [ Ссылка ]) rolls up quickly or is simply just removed from the vehicle, it will lock and not release the webbing.
The first thing to know is that it must be positioned at the correct angle. *Most* seat belt retractors unlock at 90 degrees or vertical. That is to say, when the webbing extends straight up out of the retractor. Of course, if you have access to the vehicle from which it was removed, you only need to orient it back to that same angle.
Once the correct installation angle has been determined, the goal is to force the retractor to roll up a small amount of webbing. This will unlock the retractor. You can force the retractor to roll up the webbing in a couple of ways. First, grab the spool of webbing and turn it. Second, pull the webbing out with some force. This will tighten the webbing on the spool and thus decreasing the diameter and allowing it to roll up slightly. VERY IMPORTANT - make sure the retractor is at the correct angle or you'll have to start over again. It gets much harder each time the retractor rolls up some webbing but stays in reverse lock!
