Fixing soft decks on a sailboat can be a major part of a fiberglass boat project. Sometimes people will cut out either the upper or lower shell to get to the degraded core. In the case of plywood cores, this is the only way. I did this on the cockpit floor which was structural. Whereas, the cabin top does not have to withstand the same load. The core on the cabin top is foam, and it had degraded badly. Instead of cutting the top apart to get at the core, I used good quality expanding polyurethane foam, pumped in through some access hole. It worked beautifully, restoring the structural integrity to at least that of the original design.
