While the game was only released in the United States, its composer, Tim Follin, was British. This meant that the final game played its music in the NTSC standard of 60 Hz. However, it is unknown if Tim Follin intended the music to play at 60 Hz, or if he instead meant it to play at the slightly slower 50 Hz that was much more common in Europe, where he lived.
Whether or not he intended the music to play at the PAL standard of 50hz is debatable. Either way, no one else on YouTube had uploaded a high quality 50 Hz version of the OST until now.
Hopefully this will shed some more light on the matter.
