Baltimore County Executive Johnny Olszewski on Tuesday declared a local state of emergency to expand the county's ability to respond to the COVID-19 pandemic. WBAL-TV 11 News spoke with some residents about how they are reacting to the news. The previous state of emergency in Baltimore County was lifted about six weeks ago on July 9. Now, Olszewski said putting it back in place is all about keeping residents safe.
