Ukrainian and Russian officials have announced a temporary cease-fire in two Ukrainian cities. The cease-fire is meant to allow for civilian evacuation, but there are already reports that Russia is breaking the terms of the agreement. NBC’s Erin McLaughlin reports for Weekend TODAY.
