There is no direct correlation between the presence of reticulate venation in leaves and the type of root system a plant has. While many dicotyledonous plants with reticulate venation do have taproots, there are exceptions. Some dicots have fibrous root systems despite having reticulate venation. So, while it's often the case, it's not universally true.
