Olympia Mayor Cheryl Selby & The Thurston County Home Fund Proposal
November 23rd, 2021 the Thurston County Board of County Commissioners held a public hearing regarding a county wide Home Fund concept described by Thurston County Commissioner Tye Menser:
“The purpose of this public hearing is to accept and consider public comment on the concept of a 1/10 of 1 percent sales tax to create a county wide Home Fund.”

In 2019 HB 1590 was passed by the Washington State Legislature “Allowing the local sales and use tax for affordable housing to be imposed by a councilmanic authority.”
HB 1590 allows for only a majority vote of 2 Thurston County Commissioners to impose a tax on a county of approximately 300,000 without a public vote.

ONN attempts to understand what councilmanic (sp?) means -
“Councilmanic” is a new word to us. We tried to find the definition, but after a few google searches we came up empty, so we are left to believe the definition of “councilmanic” to be: When elected officials are given power by other elected officials to do what they want without a vote of the people.
We will absolutely correct ourselves if we are wrong in our interpretation of the word.
