The victim of assault and battery allegedly by Petaling Jaya City Council (MBPJ) has lodged a police report.
Patrick Khoo, 69, decided to lodge a police report as he was afraid of the welfare of his dogs that were caught by MBPJ.
He said the officers did not issue a warrant or informed him of any prior orders to detain the dogs. It was the first time he experienced such incident.
