I consider an outpost network as a series of planets that extract/harvest resources and then push those resources to a desired planet (your hub planet) through cargo links. This enables you to be able to stop at ONE planet and craft anything you would ever need for you and your companion as well as grab resources to fill any cargo contract.

Building ALL outposts in a single solar system makes navigating simple and intuitive as well as eliminates the need for fuel (helium-3) to run your cargo links.
