Quebec's COVID-19 situation has become so serious the province is setting its new Covid Alert system to its second highest level in several regions, including Montreal and Quebec City, just weeks after it was implemented. Officials say they have no patience for protocol breakers and warn that if people don't co-operate, a full lockdown is next.
