Six months after U.S. President Barack Obama first took office, he told Africans the continent needs strong institutions rather than "strongmen." Today, many Africans wonder if the words Obama uttered five years ago have made a difference in Africa, where some leaders have been in power for more than 30 years and where impunity and lawlessness continue in many countries.
