Everyone from Lewis Hamilton and Bono to Apple and Nike seem to pay less than their fair share - and this time, it's all above board. The European Union has announced it's going to draw up a tax haven blacklist. But it's anyone's guess if member states can agree on a definition of a tax haven and how they can enforce it.
