Defense Secretary Delfin Lorenzana says his department may seek an exemption from the President's order to suspend all negotiations for financial aid from eighteen countries which backed the United Nations' investigation on the Philippines' drug war. Lorenzana says the modernization program of the Armed Forces of the Philippines could be adversely affected by the President's directive. Loans and grants have been used to keep the military's modernization program moving forward due to lack of funds.
