This video approaches 3 topics, whose are:
Camera position
Character behavior spinning the camera
Movement
Why Resident Evil 4 have bad controls (And how Resident Evil 5 improves it)?
The camera position is bad because it is behind leon, slightly inclined to the right. This makes the gameplay worse because your place you have to go always stays in the upper right corner of the screen, being uncomfortable to have to look away to the corner of the screen, besides that, most of the time, we have a bad view of the scene, seeing only the bottom of it. In Resident Evil 5, the camera is absolutely behind Chris, with the place you have to go centered on the screen. Making you not have to look away to the corners and getting a good view: You can look the place up and down perfectly.
The character behavior spinning the camera is bad because besides being a very uncomfortable camera move, it doesn't rotate the character, and that's bad because you need to make a move that takes a lot longer to be done, losing your agility that the game requires. Interestingly, proplayers have also noticed this issue, and to rotate the character faster, they rotate the camera, aim, and stop aiming, rotating the character much faster. Realize: this is a "Quick Fix" but not a solution to bad camera rotation behavior. In Resident Evil 5, you simply rotate the camera sideways and the character also rotates.
The movement is bad because there's no strafe. That is, it's a tank controller in a third-person "Over the Shoulder" game. If it were a fixed camera game, it would work perfectly, but this game isn't.
As an example, imagine there is a ganado armed with a crossbow aiming for you: In Resident Evil 4, you would first need to rotate the character left or right and then have to walk forward. In Resident Evil 5, you simply walk sideways.
In my opinion, these gameplay issues in Resident Evil 4 aren't due to the year it released. This was already a serious issue in 2005. These issues break the game completely (and Resident Evil 5 has fixed the issues completely).
