Who will get COVID-19 vaccines first? How will the limited supply of vaccines be distributed to nations that have not been able to develop vaccines on their own? Should vaccines go first to the hardest hit regions, or to those that have handled the pandemic most effectively? The World Health Organization advocates for distributing a vaccine proportionally to a country’s population.

But Zeke Emanuel and a team of leading ethicists from around the world say this is a flawed approach because it “mistakenly assumes that equality requires treating differently situated countries identically.” They penned an article in Science proposing a new, three-phase plan for vaccine distribution for COVID-19 — called the Fair Priority Model — which they say is “the best embodiment of the ethical values of limiting harms, benefiting the disadvantaged, and recognizing equal concern for all people.”
