This is the March 1, 2023, Kentucky Chemical Demilitarization Citizens’ Advisory Commission and Chemical Destruction Community Advisory Board in-person and online meeting. The purpose of this meeting is to discuss the destruction of chemical weapons at the Blue Grass Army Depot near Richmond, Kentucky, as well as planning for the closure of the Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP). • At approximately 4:21, Craig Williams, co-chair, CDCAB, provides opening remarks.
• At approximately 6:36, Sarah Marko, communications manager, Blue Grass Chemical Stockpile Outreach Office, follows up on action items from the Dec. 14, 2022, CAC/CDCAB meeting.
• At approximately 7:30, Michael Abaie, program executive officer, PEO ACWA, provides remarks.
• At approximately 11:16, Dr. Candace Coyle, site project manager, Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP), and Ron Hink, project manager, Bechtel Parsons Blue Grass (BPBG), provide a BGCAPP update including: destruction progress data for both BGCAPP and the Pueblo Chemical Agent-Destruction Pilot Plant, progress of the GB M55 rocket destruction campaign, Static Detonation Chamber (SDC) 2000, SDC 1200, Earth-Covered Magazine Rocket Operations Contingency, environmental permitting updates, closure, supercritical water oxidation (SCWO) study, safety, economic impact, available positions and recruitment.
• At approximately 33:25, Williams asks about the percentage of GB M55 rockets destroyed to date, number of shipments of hydrolysate that have taken place to date and a projected number of hydrolysate shipments remaining. Williams also discussed the Rocket Non-Destruction Evaluation equipment. Harry Moberly, member, CAC, asks if shipments would have still taken place if the SCWO system had been used.
• At approximately 36:54, Olivia Beasley, Blue Grass Army Depot (BGAD) Section, Kentucky Department for Environmental Protection, gives an environmental permitting update.
• At approximately 38:59, Williams asks about public involvement in the BGAD open burn/open detonation environmental permitting process for conventional weapons.
• At approximately 40:03, Williams provides an economic development update.
• At approximately 45:45, Moberly asks David Stipes, executive director, Richmond Industrial Development Corporation, to provide an update on the sale option agreement for a parcel of property off Exit 83 from Interstate 75 and Jeanne Marie Hibberd, member, CDCAB, asks for an acronym clarification.
• At approximately 49:48, Marko reviews next steps and action items are discussed.
• At approximately 50:52, Abaie and Williams provide closing remarks.
