A few weeks ago, the EU and the US launched the Transatlantic Trade and Technology Council (TTTC) – a new initiative that has been billed by both sides as an effort to develop norms and policies for 21st-century economic issues. The initiative follows a raft of initiatives in the new millennium to deepen Transatlantic economic cooperation and resolve bilateral frictions, but the context may be different this time. There is more great-power competition about rules and norms for the global economy and technological development, and the Transatlantic relation itself has been fraying.
