I had my Payoneer account balance blocked so I couldn't use my USD and EUR addresses. Couldn't figure out why. Maybe because I was inactive or my Payoneer card expired etc. So, I decided to create a new account but the new account got immediately blocked so I couldn't even log in. Then, I decided to close my previous account and unblock the new one to start fresh. My issue is resolved now, so maybe yours will too.
