조셉 윤 "60일 도발 중단시 미ㆍ북 대화 방침 여전히 유효"
Before North Korea's latest missile launch, hopes were high that Pyongyang could be warming up to the idea of talks, with no missiles fired for a couple of months up to that point.
Still, Washington's top nuke envoy is willing to offer North Korea a clean slate.
He says 60 days with no weapons tests would reopen the door to dialogue.

Last week North Korea fired a long-range intercontinental ballistic missile, breaking a 75-day lull in missile and nuclear testing. This led some to think the regime might be ready for dialogue.
That's in part because Joseph Yun, U.S. Special Representative for North Korea Policy, had said Washington would interpret 60 days without testing as a signal for talks.
Pyongyang claims its new missile puts all of the United States in range, but Yun said Thursday that the offer is still good, and that a "good first step" for the North would be to stop its nuclear and missile tests.
Then Washington would be open to talks."
Yun added that Pyongyang also needs to let Washington know when they want dialogue... because, as he said, diplomacy is "not about operating blind" or speculating about intentions.
Meanwhile on Thursday, Russian Foreign Minister Sergey Lavrov and U.S. Secretary of State Rex Tillerson met on the sidelines of a meeting of the Organization for Security and Cooperation in Europe in Vienna.
Afterwards, Lavrov said North Korea wanted direct talks with the U.S. to seek guarantees from Washington about its security.
He added that Russia supports of this and is open to negotiations,... and that Moscow's stance on ending the vicious circle of provocations, remains unchanged.
