Outgoing Democratic Republic of Congo President Joseph Kabila vowed that the election would be "free and fair" after casting his ballot in Kinshasa, in the presidential election that will see him step down after 18 years in power. After casting his ballot he called on the Congolese people to come out and cast their votes peacefully.
