This video shows how to land the Regalia on the small landing strip that will let you access the hidden dungeon.
This requires completing the game and clearing all 3 Imperial Bases, 2 of which are done during the story, the third can be found in the Hammerhead are, NW of Hammerhead.
You can guide the Regalia while it's in landing mode, so you need to clear the rocks but not too high or you'll crash on the other end of the road.
I'm not sure why they felt they needed to make the landing strip so small, as earning the flying Regalia is the point of the whole thing...
