Democrats in the House are moving ahead with the HR4 - the John Lewis Voting Rights Advancement Act. The bill includes a provision looking to reinstate Department of Justice pre-clearances that can change voting laws for states with a history of racial discrimination. Senate Democrats also have said voting rights are first on their agenda following the August recess. Legal Fellow at the Heritage Foundation, Zack Smith, joins to share his reaction to HR4 wanting to reinstate DOJ pre-clearances. Smith explains if this bill became law, who in the DOJ would be handling these pre-clearances and who would be making the decisions about how states handle elections. In 2013, the Supreme Court ruled that pre-clearances were unconstitutional. He discusses whether this is a legal grey area. Smith talks about what the implications are of giving the federal government more influence over elections and whether that would detract from democracy.
