In the wake of the catastrophic triple train accident in Odisha’s Balasore, questions have been raised over the lack of implementation of the Kavach anti-collision system on the route. Now, data accessed by India Today shows that of the budget allocated to the indigenously developed technology in the South Eastern Railways (SER), under which Balasore falls, not a single penny has been spent in the last three years.In SER’s pink books, which list the various projects that are undertaken or yet to go on the floor, Rs 468.9 crore was sanctioned for provision of Kavach on a low-density railway network (1,563 rkm). But the expenditure until March 2022 was “nil”.
