Estonian Narva is a city, trapped in-between: between Europe and Russia, between the XIX century and the XXI, both a vaguely-present periphery and an international gravitational point, undergoing the processes of development and decay, simultaneously, a part of nature, while a completely artificial entity. The talk will give us an insight into how to manage and develop a shrinking city in-between.
