Stella Ziolkowski, NDNA's Director of Quality and Workforce Development, said:
"Development Matters is a fundamental tool in understanding children's developmental stages and supports practitioners to deliver the EYFS. They use Development Matters as part of their daily observation and assessment of children as well as using it to plan for a child's developmentally appropriate next steps.
"One of the original purposes of Development Matters was to support practitioner understanding of typical child development and how to provide for children's individual needs. This is particularly important for less-qualified staff or those without a thorough foundation in early childhood development. As a tool Development Matters is highly regarded by the sector and has been widely used, bringing about positive change.
"However, concerns around the misuse of Development Matters have been raised. Despite guidance to the contrary within the document, it has been possible for it to be used as a tick list of statements that children must achieve, rather than acknowledging the descriptors as 'a typical range of development'. Using the descriptors as actual expectations of where children are 'expected' to be could limit children's development.
"Within the current Education Inspection Framework, practitioners are expected to know their children, what their starting points were, where they are now and what their next steps should be to support each individual child's progression. During inspection, inspectors question staff knowledge of how children are progressing, how well staff know the children and look more closely at the interactions between the children and the staff to support the Quality of Education judgement.
"We are looking forward to seeing the revised Development Matters and hope that this tool will provide practitioners with guidance they need both to enable them to use their professional judgements and have sufficient depth to support those practitioners who are less qualified to effectively support children's development."
