This webinar with German Consul General Wolfgang Mössinger and Ambassador Ian Kelly was presented by the Center for International and Area Studies, the Russian, Eurasian, and East European Studies Research Program, and the Office of the Vice President for International Relations at Northwestern University.
Wolfgang Mössinger is Consul General of the Federal Republic of Germany for the Midwest, based in Chicago. He studied German, French and History at the Albert-Ludwigs-University in Freiburg and joined the Federal Foreign Office in 1987. His first postings abroad were Dakar, Helsinki and Moscow. From 2008 to 2012 he was Consul General in Edinburgh, from 2012 to 2015 Deputy Ambassador in Baku, from 2015 to 2019 Consul General in Dnipro (Eastern Ukraine). In July 2019 he joined the Consulate General in Chicago.
Ian Kelly is Ambassador in Residence at Northwestern University, where he serves on the Steering Committee of the Russian, Eurasian, and East European Studies Research Program. A 33-year veteran of the U.S. Foreign Service, Kelly's last two overseas assignments were Ambassador to the Organization for Security and Cooperation in Europe (2010-2013) and Georgia (2015-2018). Other assignments include NATO, Rome, Ankara, Vienna, Belgrade, and Moscow. He has a PhD in Russian Studies.
The conversation was moderated by Ian Hurd, Professor of Political Science and Director of the Center for International and Area Studies at Northwestern. Hurd is the author of How to Do Things with International Law (2017), After Anarchy: Legitimacy and Power in the UN Security Council (2008), and International Organizations: Politics, Law, Practice (now going into its fourth edition). He is also co-editor of The Oxford Handbook of International Organizations (2016).
