There is no best fleet that works for all. Individualized to each players troop mix, titan skills, hero skills and some strange inexplicable AOZ algorithm.
Titans + Max Zombies (confirmed for all variations)
T11:
1. Max T11 Cannons, (if not enough T11 Cannons to fill fleet) T10 Snipers -- (most common)
2. Max T11 Cannons, (if not enough T11 Cannons to fill fleet) T10 Snipers + 1 of each Front Row
3. Max T11 Cannons +1 Sniper + 1 Shielder (no Laser) + 1 of each Front Row (Credit: chiksen)
T10:
1. Max T10 Snipers
2. Max T10 Snipers + 1 of each Front Row
3. Max T10 Snipers, (if not enough snipers to fill fleet) T10 Lasers + 1 of each Front Row
4. Max T10 Snipers + 1 Shielder + 1 Laser + 1 Cannon (no Front Row)
T9 - Similar to T11
T8 - Similar to T10
