Russian President Vladimir Putin denied deliberately using his black Labrador, Koni, to intimidate German Chancellor Angela Merkel during a 2007 meeting in Sochi, a moment Merkel described as an ordeal in her memoir Freedom. Merkel, who has a phobia of dogs, recalled asking aides in 2006 to request Putin not bring the pet to their meetings. Putin respected this initially but later presented her with a large stuffed dog, joking it wouldn’t bite. However, at their 2007 meeting, Koni wandered into the room and approached Merkel, leaving her visibly uncomfortable as cameras captured the scene.

Putin, speaking at a press conference on November 28, claimed he was unaware of Merkel's fear at the time, apologised for the incident and stated his intention had been to create a relaxed atmosphere. "I didn’t know she was afraid of dogs. Had I known, I would never have done it," he said, offering another apology to Merkel, stating he wouldn’t repeat the act if she were to visit again.

Merkel, in her memoir, reflected on the unsettling experience, questioning if it was a subtle demonstration of power or an attempt to provoke. Despite her discomfort, she maintained composure and focused on the photographers, waiting for the moment to pass.
