Follow these steps:
1. Mask the wheel using hand masking or rotoscoping.
2. Or try a different approach – 3D camera track your clip.
3. Create a solid and camera close to the rim, and circle mask the solid.
4. Duplicate the original clip, naming them ‘outside’ and ‘inside.’
5. For the inside, use the circle-masked solid as a track matte.
6. For the outside, use the same track matte but invert it.
7. Keyframe the rotation of the inside layer and smooth the keyframes.
8. Activate motion blur on the layer and comp.
9. To spice things up, duplicate the 3D track matte solid.
10. Apply the Saber effect by Videocopilot – choose ‘layer mask.’
11. In render settings, select transparent, pick your color, and animate the offset.
12. Copy the Saber solid, placing it in different positions.
