As the Russia-Ukraine war entered its 1000 day of conflict, Russia drew a ‘red line’ for the West on Nov 19. Russian President Vladimir Putin gave nod to change nuclear doctrine a day after US approved use of long-range missile from Ukraine. In the decree signed, Putin lowered the threshold for a nuclear strike in response to a broader range of conventional attacks. The doctrine said any attack by a non-nuclear power supported by nuclear power would be considered a joint attack on Russia. Any attack by one member of a military bloc would be considered an attack by the entire alliance, it said. The action from Putin came a day after Kremlin on Nov 18 said Russia would respond to ‘reckless decision by Biden's administration’. However, Kremlin spokesman Dmitry Peskov said the doctrine had been published in a “timely manner”. Following Putin’s nod to change Nuclear doctrine, Russia began mass production of mobile bomb shelters. Mobile bomb shelters can protect against a variety of man-made threats and natural disasters including radiation and shockwaves. It can give some protection against radiation, shrapnel, debris and can be deployed in Russia's vast northern permafrost, according to the state institute. The changes to the nuclear doctrine came into effect months after changes to the nuclear doctrine was flagged by Putin in September. Russia warned West that if they allowed Ukraine to fire missiles deep into Russia then Moscow would consider NATO to be directly involved in the war. The previous doctrine, set out in a 2020 decree, said Russia may use nuclear weapons if an attack threatened the existence of the state.
