David Gauke, Exchequer Secretary to the Treasury, will discuss the difficult question of how to define tax avoidance. He will defend the Government's record in tackling avoidance to date and will set out some thoughts on where the Government is going next. He will also cover HMRC's relationship with large businesses and the recent NAO report into HMRC's tax settlements.
