Here's the optional non-security preview update for Windows 11, version 22H2 for October 2023 - KB5031455, build 22621.2506. It was made available to Insiders in Release Preview on October 12th (22621.2500) and was released to retail/stable on October 26th.

The big change is that most features that started rolling out on September 26th as part of Moment 4 are now fully available without a controlled (staggered) feature rollout. This includes features such as the modern File Explorer, taskbar updates, Dev Drives, emoji updates, Voice access and Narrator updates and more. However, a few features remain on a controlled feature rollout - Copilot for Windows, website recommendations in Start and several app updates such as Paint and Snipping Tool continue rolling out slowly, so not everyone will have them yet.

As for new changes, Windows Ink Anywhere improvements are also rolling out - this initial rollout is only for US English and is a staggered rollout, so not everyone will see it right away. Also, there's an update to search highlights on the taskbar where clicking the highlight in the search box will automatically open Bing with details about the highlight. This will be on a staggered rollout over the next few months. You'll also start to see a new ranking for recommended files in Start, again a staggered rollout. There are also several fixes, a full list of which can be found in the release notes below.
