The best mission level up friendships is the mission "First Scout Mission Beyond the Walls". You can either give gifts to the cadets or take them on scout missions! Make sure to do every distress signal when playing missions to rank up other characters! It's also important to use the regiment admiration "intense cleaning week" that you unlock from Levi to rank them up faster!
