Flitwick probably got into Ravenclaw because of his Goblin ancestry! Goblins in the Harry Potter universe are known for their great wit and intelligence. They even minted coins for wizarding currency and were famous for their silverwork. Their skills in money and finance allowed them to control most of the wizarding economy, and they also managed Gringotts Wizarding Bank. So Flitwick, being part Goblin, probably inherited that intelligence, which made the Sorting Hat put him in Ravenclaw.
