SPOKANE, WA -- The Spokane City Council has voted to move forward with the "Pavement to People" Ordinance, which incentivizes housing development in downtown.
Underutilized areas like parking lots would see the sales and use tax waived to encourage housing being built.
According to the city, parking lots account for 30 percent of the land downtown. At peak usage, they are only about half full.
“Spokane is in a housing crisis, and we need to do everything we can to increase our supply of affordable housing. This program will be a tool to ensure everyone has a place to stay,” said Councilmember Zack Zappone. “Parking lots account for one-third of our downtown land and are highly underused, and only 60 percent of all parking spots are used at the highest peak of the day. We need to prioritize people over pavement, which is what this program will do.”
The Pavement to People Ordinance would require half of all new developments to be affordable housing in order to receive the tax breaks.
