Business owners who were already suffering from the absence of vital tourist dollars say they've been having to choose whether to follow government restrictions or flout the rules to stay afloat. Eileen Chute, a cafe owner in Nadi, tells The World many businesses are operating at 15% capacity, and haven't been receiving much support from the government.
