Inclusive growth is a focus of discussions at the APEC Leaders’ Meeting this year, but as most members’ economies continue to expand, it seems the gap between the rich and poor has also widened. The Philippines has implemented a program called“conditional cash transfer” to bridge that gap as it's economy grows . Let’s take a look.
