Fair and effective regulation in the Delta requires a more comprehensive approach, according to a report by the Public Policy Institute of California (PPIC). Panelists discuss how to reduce regulatory duplication, expedite permitting, and provide incentives to manage multiple sources of ecosystem stress. Buzz Thompson of Stanford Law School moderates the discussion by Chuck Bonham of the California Department of Fish and Wildlife, Greg Gartrell of the Contra Costa Water District, Felicia Marcus of the State Water Resources Control Board, and Tim Quinn of the Association of California Water Agencies.
