Is Phnom Penh Safe for Tourists?! I do believe so!
I spent endless hours walking the streets of this city. I walked during daylight and into the night hours. I walked in the tourist areas and on the extreme outskirts. I never felt uncomfortable - not even a little!
This is NOT to say that crime in Phnom Penh doesn't happen. It certainly does. But crime happens in ALL cities - even in some of the 'safest countries'.
The most common crime against tourists is drive-by's on a motorbike in which a local man steals your small bag or purse. They drive away before you even have time to react or call for help.
I did speak with a police officer near the end of my trip, and he said that tourists shouldn't go outside in Phnom Penh after 10pm. He didn't really give me a good solid answer as to why...but he indicated that most of the crime that happens in PP takes place after 10pm.
I hope this video helps put you at ease - and you don't fear traveling to Phnom Penh.
