The best way to fill sand bags without a lot of expensive equipment.
A little time spent ahead of the flood will build these reusable tubes that will save a lot of back breaking effort later and can be shared/reused over and over. I built 3 sets of tubes in 2009 and they were used at many different locations.
Total cost for all 3 was under $100.
