“I am confident that we will deliver on our remaining commitments with the same accuracy and the same thoroughness as we have done so far and that in 2023 we will be able to convince the Commission, and through the Commission council, that the suspension should no longer be maintained. I hope that in 2023 it will be possible to have 100% access to EU funds.”

4. SOUNDBITE (Hungarian) Tibor Navracsics, Minister for Regional Development and Hungary's chief negotiator with the European Union:
“We are open to an agreement, we want to reach an agreement with the European Commission. We are open to reasonable compromises. And the limits of compromise lie somewhere on the borderline of principles. So far we have only made compromises that did not require us to give up our principles.”

6. SOUNDBITE (Hungarian) Tibor Navracsics, Minister for Regional Development and Hungary's chief negotiator with the European Union:
“We are not yet at the finish line. We believe, and I hope the Commission also believes, that our performance should be evaluated according to what we’ve achieved. We are in constant contact with the Commission. And this is to avoid the kind of debate that is going on right now between Poland and the Commission, which is a bit like a dialogue between deaf people who are sending only offending messages to each other. We are in a constant discussion because we have the feeling that there are misunderstandings or misinterpretations about our performance. These will be clarified. And where necessary, we will make new compromises. And where we can clear up the misunderstandings, we will move forward and I hope that by 2023 everything will be in order and the suspension will be lifted.”

8. SOUNDBITE (Hungarian) Gergely Gulyas, the Head of the Hungarian Prime Minister’s Office:
“For the time being, we are not looking for someone responsible because we hope that Hungary can get every cent. The fact that the agreement has not yet been reached is largely the responsibility of the Hungarian left. I see no such responsibility on the part of the government.”
