(26 Oct 1976) Arab heads of state met in Cairo on Monday (25 October) to discuss the formulation of a peace plan which would finally put an end to the 20-month-old civil war in Lebanon. At the end of a three-hour session, a statement was issued announcing that the leaders had endorsed the peace plan drawn up at the minisummit held in the Saudi Arabian capital in September. The plan called for a cease-fire and the deployment of a joint arab peace-keeping force of 30,000 men with deterrent powers. The resolutions passed at the Riyadh summit were approved in Cairo by all heads of state present, with the exception of Iraq. The reason for the Iraqi dissention was not given, but observers surmised that it was due to Iraqi objections to syrian participation in the peace force
