Now this is a longish explanation. IF you talk to Navlaan human he won't talk to you for the questline. I don't remember or know if you talk if it cancels it, I think it just talks psycho talk and brushes you off. IF you're HOLLOW you can start his questline, he has one pyromancy and one sorcery that can only be gotten here. So this is wise to be careful.
The lever also do not pull it, it releases him which cancels the questline and causes him to invade in five or six places as an invader. Now, I will say I think and don't quote me, you can release him after the questline but if you do before its a failure.
Now what he asks you to do is KILL four (one at a time) NPCs and get their item of proof. Now here's the thing, you don't need to kill anyone. The items (not in order) are below and how to get them without killing anyone. The biggest thing people worry about or ask is, does he take the item? No he doesn't. He just wants to see it.
Emerald Herald, he asks you to kill her (last) as she is of such importance, he wants the Aged Feather. Now if you are doing this along with me, you'll already have it from Dragon Aerie. It is an infinite homeward bone. If you kill her for it, you will not be able to level up anymore until the next playthrough unless you pay her tombstone I assume (since dark souls 2 has tombstones to summon back the dead briefly). As well as many other things, I'd never recommend killing emerald herald, ever.
Cale, now I forget his full npc title but Cale is the guy with the map. Now he wants to see his Hat, the way to get the hat is to complete the questline "Curious Map" it is an achievement which involves you to first find cale and get the key to the house in Majula. (he's in the forest of giants) Now to fill the map with each of the lights it involves killing bosses or progressing the story. I think unless you skip a boss, it pretty much comes natural. You could kill this npc but you'd lose out on the "Curious Map" achievement and if you do it, then there's no reason to kill him as he'll give you his equipment.
Laddersmith Gillian, now he wants you to get the ladder minature from gillian's corpse. Well he's a merchant, he sells them. I think it gets progressively more expensive as time goes on (unsure of why or what triggers it) but its like max I think like 9000 souls? I'd just buy it and keep him as a merchant.
Finally the fourth (though wasn't the last kill) is Felkin, now this is a guy that sits just before the first bonfire in Huntsman's Copse. Now he won't talk to you unless you have like 12 intelligence and 12 faith. Now to get him to give you his equipment, you need 20 faith and 20 intelligence. This will be the most nusiance one I think to people who don't run any kind of magic. It is even slight nusiance on my main character here but I plan to have some faith ability in this character as a "super character" but focused heavily on intelligence/sorcery. What item he wants is the Sunset Staff of Felkin, and in the original it use to be in a Mimic Chest in Aldia's Keep, but now it only drops from Felkin or if you inherit it. I'm very much against killing npcs but thats your choice. I forget if any of the hexes he sells as a merchant are exclusive to him so maybe look into that if you're aiming to get the achievement.
Also Navlaan sells as a merchant the Black witch gear, which at least the hat is quite nice. Also after you get the final reward you can talk to him to inherit his gear.
