Now, the KDE Project has released the fourth point release in its series of KDE Plasma 5.23 desktop environments, KDE Plasma 5.23.4.

KDE Plasma 5.23.4 is here three weeks after the KDE Plasma 5.23.3 update and restores the Touchpad applet that was previously available in the Plasma 5.22 series.
The applet is now available as a read-only status notifier that only shows you when your laptop's touchpad has been disabled.
This one-time release also improves the Plasma Wayland session to allow users to run XWayland apps as a different user, improves the Media Frame applet to display folder images that contain unusual characters such as backticks in their names, and improves notification about the Critical battery level to disappear automatically when you connect your laptop to the charger.
Also, KDE Plasma 5.23.4 improves the “roll back this change” dialog on the System, Display and Monitor Settings page, to be better when using a language with long words like German or Brazilian Portuguese, and reintroduces one and blurred background for the logout screen.
Support for Flatpak and Snap apps has also been improved in this update as the open/save dialogs now remember their previous size when reopened.
Also, there is better support for the Alacritty GPU accelerated terminal emulator to have the correct window size when opened.
This release also removes unnecessary toolbar buttons borders from GTK3 apps that don't use CSD headerbars (client-side decorations) like Inkscape or FileZilla, improves Breeze-style scrollbars, and fixes common system tray crashes and on plasma Discover when managing Flatpak apps.
There are a total of 35 changes in KDE Plasma 5.23.

How to install or update
Plasma 5.23.4 is now official, but as usual this doesn't mean we can easily install it on our Linux distribution.
The first system to have it available will be KDE neon, where it will probably arrive in the next few hours.
Later, they will add other distributions, among which Rolling Releases will come sooner, though that doesn't mean they will soon; it may take a few days or even a few weeks.
Then the KDE Plasma 5.23.4 desktop environment will soon arrive in the stable software repositories of your favorite Linux distribution, especially releases like KDE neon, Arch Linux, openSUSE Tumbleweed and Solus.
