Dr. John Hoven, a retired qualitative micro-economist in the U.S. Justice Department's Antitrust Division. In this video he discusses how the use of qualitative analysis can be used as a capability in the future Operational Environment for: finding answers to questions we are too clueless to ask; and second, causal inference – hypothesis testing and assessment – within a single unique context. The core strategy of qualitative analysis is fast iteration between information-gathering and analysis, rapid-fire experimentation that generates rapid learning. He will then link how these methods can build upon the concept of “Every Soldier is a Sensor” to facilitate in-depth understanding of cause-and-effect in ill-defined, one-of-a-kind situations where unknown-unknowns are likely to be present and important.
