A variety of groups and individuals carry out ideological and bias-based violence, including acts which meet the threshold of terrorism. Some observers see commonalities between different forms of violence, and argue that different forms of
violence necessitate distinct political and legal responses. This panel of experts focuses on these different phenomenon and the particular opportunities to address the conditions conducive to the production of violence.
