19 (a): this rule applies to vessels not in sight of one another when navigating in or near an area of restricted visibility.
Sections b-e will be summarized: every vessel shall proceed at a safe speed and have her engines ready for immediate maneuver. Each vessel must have due regard of the prevailing circumstances and conditions of restricted visibility. A vessel detecting another vessel by radar alone shall determine if a situation is developing, and a risk of collision exists and must take avoidingaction. The avoiding action shall be an alteration of course and/or a decrease in speed. Every vessel must navigate with extreme caution until the danger of collision is over.
