A summit of European leaders has been overshadowed by accusations
that the United States has run spying operations in France and Germany, including possibly bugging Chancellor Angela Merkel's mobile phone.
Merkel says trust in the US has been shaken and needs to be re-built. A German delegation is expected in Washtingon next week to demand answers.
