This move by the EU aims to eliminate confusion caused by varying regulations across different airlines and airports. The new standards will apply to all 27 EU member states, simplifying air travel for passengers.
The European Commission passed a regulation temporarily restricting the amounts of liquids permitted in air passengers’ hand baggage from 1 September to those in packaging of a maximum of 100 ml.
This restriction applies to all airports in EU Member States which are using the new EDSCB C3 scanners at security control.
What will this change entail in Airports?
From 1 September, passengers may not have any liquids, gels or aerosols in their hand baggage in containers of more than 100 ml. The exceptions here are baby food and medicines. Unlike previously, there’s no limit on the number of liquids in packaging of up to 100 ml, i.e. passengers may have as many tubes and small bottles in their hand baggage as they need, and they don’t have to be in one bag but may be placed anywhere in the hand baggage. However, the liquids must be removed from the hand baggage for security check. There is no need to take out electronic devices such as laptops, cameras and phones at security control.
Why is the restriction being put in place?
The restriction has been introduced because of the need to improve the configurations of the new CT scanners, which are already in use in a number of airports around Europe. International aviation security standards also need to be harmonised. In order for the principle of single security control to be established in international civil aviation and to ensure that the safety of air passengers is guaranteed at all times, the level of pre-flight security checks must be the same across the board.
How long will the restriction be in place for?
In terms of duration, the restriction is open-ended. The European Commission has confirmed that the restriction hasn’t been introduced due to a higher risk to aviation, but is needed as a preventive measure until the scanner software is improved and an agreement is reached on international measurement standards and aviation safety rules. Airports Council International (ACI) is doing all it can to ensure that these agreements are reached as quickly as possible so that the restriction can be lifted as soon as the scanner software has been improved. At present it’s impossible to predict how long the new rules will remain in place.
What about airports where the new scanners aren’t being used?
The change doesn’t affect airports still using older security equipment, where as before all liquids have to be packed in containers no bigger than 100 ml and passengers can carry 1 litre of liquids in total, which must be packed in a resealable plastic bag. As such, when heading off on your travels with as many 100 ml containers in your hand baggage as you like, bear in mind that the airport you return from may still require them to all fit in a single 1-litre plastic bag.
